Willoughby City

Willoughby is the only town in America that has belonged, at one time or other, to six counties. It was named 16th in the country on CNN Money's list of the "25 Best Places for Affordable Homes" in 2013. It features a lively downtown, and as of 2010 the population was 22,268.
